What I did was set my windows resolution to 1080p so that the window now takes up the whole screen when it opens. Yeah the only way I could play in 60fps was in windowed mode (1080p max). im only telling you what could be some possible fixes but i can garuntee that your 4K monitor might be the issue (which sucks) i hate to say this but you might have to do one of two things 1. the game might be doing 30fps becasue the game doesnt monitor refresh rates at all nor does it let you unlock FPS.
